Panic SarurS not reseting

bought the machine with a E4 code on the payout, tried to "hard reset" but the machine went dark with a one in the "win Icon". Could change the number from 1-6 like a odds reset but it would not let me out of this mode. Pulled the power supply and checked reset switches for continuity all checked out good. unhooked the connections to board on top of the reels and reconnected, machine lit up and E4 came back on with the lights working tried to do another hard reset and machine went dark and back to the 1 in the win Icon... back to square one.
Any advice??
